Uttar Pradesh and Japan’s Yamanashi Sign 4 Agreements, Set Up ₹600 Crore Fund for MSME Investments

Uttar Pradesh and Japan’s Yamanashi Prefecture have signed four MoUs covering technical training, tourism, Japanese Global Capability Centres (GCCs) and workforce development, according to a Business Standard report.
The agreements were announced at the Japan–India Business Networking Event in Lucknow on August 21, 2026. Yamanashi Governor Kotaro Nagasaki also announced a ₹600 crore fund for MSMEs from the prefecture that plans to invest in Uttar Pradesh.
Technical Training and Jobs
One MoU was signed between Invest UP and the Technical Training & Research Centre in Kanpur. It covers technical training, workforce development, and placement opportunities.
The Uttar Pradesh Labour Department and Yamanashi also agreed to work on developing workers with Japanese language skills. The arrangement is aimed at preparing candidates for employment opportunities in Japan.
Tourism and Japanese GCCs
The Uttar Pradesh Tourism Department and Yamanashi will work together on Buddhist and cultural tourism, with efforts focused on attracting Japanese visitors to destinations in the state.
Another agreement between Invest UP and Yamanashi covers Japanese GCCs. The two sides will look at encouraging these centres in Uttar Pradesh, particularly in Noida and Greater Noida.
Separate Legislative Agreement
A separate agreement was signed between the Uttar Pradesh Legislative Assembly and the Yamanashi Prefectural Assembly. It covers mutual visits, sharing information and exchanges of experience.
Chief Minister Yogi Adityanath announced that Invest UP will set up a dedicated Yamanashi Desk for companies and investors from the prefecture.
Monitoring Investment Projects
The Uttar Pradesh government also plans regular coordination with the Japan External Trade Organisation (JETRO) and Japan International Cooperation Agency (JICA).
A 90-day review mechanism will track project progress, land allotment, and issues related to proposed investments.
