The Lok Sabha on July 31, 2026, passed the Registration of Births and Deaths (Amendment) Bill, 2026, according to a report in The Hindu. The legislation was approved by a voice vote amid protests by Opposition members over the police action against student protesters at Jantar Mantar on July 20, 2026.
Repeated disruptions led to adjournments and prevented a detailed discussion on the Bill. The proposed amendment seeks to tighten the process for registering births and deaths after significant delays.
The primary objective of the Bill is to make delayed registration of births and deaths more stringent. Under the proposed law, registrations sought after 2 years from the date of occurrence will require an order from a Judicial Magistrate First Class.
The government aims to strengthen the verification process for significantly delayed registrations. The amendment is intended to improve the reliability and accuracy of official birth and death records.
The proposed changes introduce additional scrutiny for registrations filed after a prolonged gap. Authorities believe stricter procedures can help reduce the possibility of inaccurate or fraudulent entries in official records.
Birth and death certificates serve as important documents for identity verification, inheritance matters and access to government services. Stronger checks are expected to enhance the credibility of the registration system.
Proceedings in the Lok Sabha witnessed repeated disruptions as Opposition MPs demanded the presence of Union Home Minister Amit Shah in the House. Protests began shortly after the House convened and continued when it reassembled following an adjournment.
Minister of State for Home Nityanand Rai moved the Bill for consideration and passage during the session. The legislation was eventually cleared through a voice vote amid continued sloganeering by Opposition members.
During the proceedings, listed papers were tabled, including an extension granted to the Joint Parliamentary Committee headed by BJP MP Aparajita Sarangi. The committee has been examining the Constitution (130th Amendment) Bill, 2025, and has been given time until the first day of the last week of the Winter Session to submit its report.
Following the passage of the Registration of Births and Deaths (Amendment) Bill, Union Parliamentary Affairs Minister Kiren Rijiju described the manner of passage as unfortunate. The House was adjourned for the day after completing the legislative business.
