Power Ministry Launches Digitalisation Framework for Distribution Sector

The Ministry of Power has launched a unified framework to guide digitalisation across India's electricity distribution sector, as per news reports. Prepared by the Central Electricity Authority (CEA), the framework comes as power demand rises and renewable energy accounts for a growing share of the grid.
The plan gives distribution companies (discoms) five years to adopt digital capabilities suited to their own networks. Rather than prescribing one technology solution for all utilities, it takes into account network conditions, investment priorities and demonstrable business benefits.
GIS and Advanced Metering to Begin the Rollout
The 5-year implementation sequence starts with geographic information system (GIS) connectivity and advanced metering infrastructure. Discoms are then expected to move towards more advanced digital systems.
These include AI and machine learning-based outage management, predictive fault location and automatic restoration. The framework also covers smart meters, supervisory control and data acquisition (SCADA), and distributed energy resource management.
AT&C Losses Targeted Below 10%
The framework aims to bring aggregate technical and commercial (AT&C) losses below 10%. It also focuses on modernising distribution assets and improving energy accounting.
The ministry expects the digital upgrades to help reduce the frequency and duration of outages while improving voltage stability and the reliability of electricity supply.
Renewable Energy Integration and Cybersecurity
The framework addresses the increasing use of renewable energy, electric vehicles and energy storage systems. Its stated objectives include accommodating these resources on the grid and supporting decarbonisation.
Cybersecurity is another priority. The plan calls for protecting grid data, communication networks and customer information against cyber threats.
Digital Tools for Electricity Consumers
The proposed capabilities are also intended to give consumers more control over their electricity use.
These include tools to monitor consumption, access dynamic pricing and participate in demand response programmes.

Conclusion
The framework sets out a phased approach to digitalising India's power distribution networks. Its implementation will combine technology adoption with targets for lower losses, improved supply reliability and greater integration of renewable energy.
