Delhi E-Rickshaw Policy: 2.5 Lakh Cap Proposed Alongside New Operating Rules

The Delhi government has proposed a limit of 2.5 lakh e-rickshaws across the capital, citing concerns over traffic congestion, road safety and pollution, as per news reports. The proposal is part of the Delhi E-Rickshaw (Registration and Operation) Scheme, 2026.
The draft has been opened for public feedback and suggestions for 30 days before it is finalised. Under the proposal, no new registration would be issued beyond the city-wide limit unless the cap is revised.
New Certificate Required for E-Rickshaw Operations
The draft requires every e-rickshaw to be registered as a transport vehicle and hold a valid E-Rickshaw Compliance Certificate (ECC) to operate. The certificate would be issued digitally and remain valid for two years.
Each ECC would be linked to one vehicle and one driver. It would include registration details, owner and driver information, driving licence and Public Service Vehicle (PSV) badge details, along with battery compliance, fitness and insurance validity.
Ownership Limits Proposed for Individuals and Firms
Individual owners residing in Delhi would be allowed to own up to five e-rickshaws. Companies, firms, NGOs, cooperative societies and driving schools would be permitted to own up to 100 vehicles.
These organisations would need to arrange adequate charging or battery-swapping facilities. Those operating fleets of 25 or more e-rickshaws would also need to obtain an aggregator licence under the draft scheme.
Drivers Must Meet Licence Requirements
The proposed rules require drivers to hold a valid e-rickshaw driving licence and a PSV badge. A driver would not be permitted to link their details to more than one ECC.
The draft also defines an e-rickshaw as a battery-operated three-wheeler carrying up to four passengers, excluding the driver, with a luggage capacity of 40 kg, net power output of up to 2,000 watts and a maximum speed of 25 kmph.
