India’s Power Regulator Allows Clean Energy Projects More Time to Retain Grid Connectivity

India's power regulator has introduced a mechanism that allows clean energy developers to seek additional time to meet project deadlines without immediately losing their grid connectivity, as per Reuters news reports.
The Central Electricity Regulatory Commission (CERC) said developers can pay additional charges to retain their connectivity when projects are delayed because of pending land, financing or commissioning requirements.
Charges Linked to the Nature of Delay
Under the new framework, developers will have to pay ₹1,000 per MW per day for additional time to meet land-related requirements. The charge rises to ₹3,000 per MW per day when the delay relates to starting commercial operations.
The additional payments provide developers with an alternative to losing their existing grid connectivity rights.
Extensions Available for Delayed Projects
Developers can receive up to three additional months to complete land requirements and up to 6 months to arrange financing.
For delays in commissioning, the regulator can allow an extension of up to 12 months. Projects that still fail to meet the revised deadlines could lose their grid connectivity along with the associated bank guarantees.
Move Comes After Developers Seek More Time
The decision follows requests from several companies whose clean energy projects had been delayed but were still under development.
The issue became more pressing as India's grid planning authority began issuing notices to projects that had not progressed according to their timelines.
CERC noted that grid connectivity is a limited resource. Projects that hold transmission capacity without progressing can prevent other projects from accessing the network.
Transmission Delays Remain a Challenge
The decision comes against the backdrop of delays affecting several clean energy projects due to inadequate transmission infrastructure.
Giving developers additional time could allow projects that are still progressing to retain their place in the transmission network rather than losing connectivity altogether.
India's 500 GW Clean Energy Target
India currently has around 300 GW of non-fossil fuel-based power capacity and is targeting roughly 500 GW.
The availability of transmission capacity will therefore remain an important part of adding new renewable and other clean energy projects.
