India Notifies New Telecom Sandbox Rules to Support Technology Testing

India has introduced new Telecommunications (Regulatory Sandbox) Rules, 2026, creating a framework for testing emerging telecom technologies, products and services under controlled conditions, as per news reports.
The rules allow the government to establish testing environments on its own initiative or consider proposals submitted by interested participants.
How the New Framework Works?
The sandbox will allow companies to test new services and technologies before taking them to the wider market. The government can set eligibility conditions, define the scope of trials and establish measures for managing potential risks during testing.
Each sandbox can operate for up to 24 months. Extensions of up to 12 months at a time may be granted, subject to the prescribed conditions.
Application and Testing Process
Applicants must submit proposals along with preliminary testing reports and other required documents. A non-refundable processing fee of ₹10,000 will apply.
The framework also requires participants to obtain users' prior consent and explain the purpose and scope of their trials. Users cannot be charged for participating in these tests, while the products or services under evaluation must remain unavailable commercially during the trial.
Scope for Telecom Innovation
The framework gives developers and service providers an opportunity to evaluate new technologies in a controlled setting before wider deployment. Depending on the results, the government may permit further testing under revised conditions or allow steps towards commercial rollout.
The rules replace the draft Telecommunications (Regulatory Sandbox) Rules published in November 2024.

Conclusion
The new framework establishes a defined route for testing telecom innovations before their wider introduction. Its practical impact will depend on the proposals considered, the technologies tested and the outcomes achieved through individual trials.
