India, Israel Sign MoU to Deepen Collaboration in Public Sector Audits

India's CAG and Israel's Supreme Audit Institution signed an MoU to expand cooperation in public sector auditing, training and knowledge exchange.

India and Israel have formalised cooperation in public sector auditing through a Memorandum of Understanding (MoU) signed between the Comptroller and Auditor General (CAG) of India and the Supreme Audit Institution (SAI) of Israel, as per an ANI news report. 

The agreement was signed during the visit of an Israeli delegation led by Matanyahu Englman, State Comptroller and Ombudsman of Israel and President of the European Organisation of Supreme Audit Institutions (EUROSAI). 

Areas Covered Under the MoU 

The agreement creates a framework for collaboration in public sector auditing. 

It covers the exchange of professional knowledge, auditing methodologies, technical expertise, training opportunities and best practices between the 2 institutions. 

Officials also discussed the possibility of conducting bilateral seminars alternately in India and Israel to facilitate exchanges of expertise, experiences and innovative practices. 

Meeting Between Audit Institutions 

The MoU was signed following discussions between K Sanjay Murthy, Comptroller and Auditor General of India, and Matanyahu Englman. 

According to the official release, the engagement reaffirmed the commitment of both institutions towards transparency, accountability, good governance and innovation in public administration, while also strengthening relations between India and Israel. 

Focus on Artificial Intelligence 

As part of the visit, Englman delivered a lecture under the Dr BR Ambedkar Lecture Series titled "Artificial Intelligence in Public Sector Auditing: Advanced Applications, Performance Auditing and Innovative Tools in Modern State Auditing." 

The lecture focused on the use of artificial intelligence, data analytics and emerging technologies to enhance the effectiveness, efficiency and impact of public sector audits. 

Drawing from Israel's experience, Englman shared insights on using technology to strengthen public oversight, improve accountability and address governance challenges. 

Officials Present 

The Indian side included KS Subramanian, Deputy Comptroller and Auditor General; BK Mohanty, Chief Technology Officer; and Vimalendra Patwardhan, Director General, SAI India. 

The Israeli delegation included Reuven Azar, Ambassador of Israel to India, and Miri Weiss, Head of the International Department, Office of the State Comptroller and Ombudsman of Israel.

Conclusion 

The agreement establishes a formal mechanism for cooperation between the audit institutions of India and Israel across public sector auditing, professional exchanges and technical collaboration.
