India and Brazil have signed a Memorandum of Understanding (MoU) to expand cooperation in the postal sector. The agreement was signed by Union Communications Minister Jyotiraditya M. Scindia and Brazil’s Communications Minister Frederico de Siqueira Filho during the State Visit of Brazilian President Luiz Inácio Lula da Silva to India. 

The MoU creates a formal channel for engagement between India’s Department of Posts and Brazil’s Ministry of Communications.  

It will remain valid for 5 years and provides for automatic renewal. The provisions will be implemented in line with the legal and regulatory frameworks of both countries. 

Key Areas of Work 

The agreement covers the exchange of experience in postal policy and operations. Both sides will collaborate on Universal Service systems and improvements in addressing infrastructure. 

Digital systems form a significant part of the arrangement. Cooperation will extend to e-commerce logistics, postal financial services and technology-led service delivery. 

The MoU also includes capacity building measures such as training programmes, technical exchanges, and visits by officials. It allows for joint projects of mutual interest and closer coordination in multilateral forums, including the Universal Postal Union. 

Operational Framework 

The partnership will be implemented through structured information sharing, workshops, and exchange visits. India is expected to share its experience in scaling digital postal services and integrating logistics with public service delivery networks. 

Postal operators in both countries are managing rising parcel volumes linked to e-commerce while maintaining universal access obligations. The cooperation is intended to support knowledge exchange in these areas.
