
The Start-up Village Entrepreneurship Programme (SVEP) has supported 4.32 lakh rural enterprises across India as of June 30, 2026, according to the Press Information Bureau (PIB).
Launched in 2016 under the Deendayal Antyodaya Yojana-National Rural Livelihoods Mission (DAY-NRLM), the scheme promotes non-farm entrepreneurship by providing finance, training, mentoring and support to Self-Help Groups (SHGs) and their families.
The report highlighted around 86% of entrepreneurs supported under SVEP belong to SC, ST, Minority and OBC communities. The programme has expanded through SHGs, Community Resource Persons–Enterprise Promotion (CRP-EPs), bank linkages and convergence with schemes such as the Pradhan Mantri Mudra Yojana.
It added that Assam, Bihar, Jharkhand, West Bengal and Madhya Pradesh have recorded the highest number of enterprises supported. Separately, DAY-NRLM has mobilised more than 10.29 crore rural households into SHGs as of mid-June 2026.
The government has released a cumulative ₹942.09 crore under SVEP up to February 2026, up nearly 738% from ₹112.39 crore released between 2016 and January 2018. Implemented through State Rural Livelihoods Missions, the scheme provides ₹6.50 crore per block with an average investment of ₹27,083 per enterprise.
The programme uses digital tools for business planning, loan appraisal and enterprise tracking. It requires at least 90% of CRP-EPs to come from SHG households, with women accounting for at least 60% of the cadre and beneficiaries, while ensuring representation for persons with disabilities and SC, ST and Minority communities.
The report cited a Quality Council of India (QCI) evaluation, which found that 99% of SVEP-supported enterprises were profitable and contributed 57% of household income. Average monthly enterprise revenue was around ₹39,000, rising to ₹47,800 for manufacturing enterprises.
It also found that 96% of entrepreneurs reported higher savings and 75% of enterprises were owned or managed by women.
The report featured Bhagyashri Londhe from Maharashtra, who expanded her food products business with a ₹45,000 Community Enterprise Fund loan and generated ₹5 lakh in sales over 10 days at Mahalaxmi Saras 2019-20.
It also highlighted Poonam from Uttar Pradesh, who completed a 54-day CRP-EP training programme and now supports nearly 40 enterprises through business planning, market linkages, credit facilitation and mentoring.
The SVEP has expanded support for rural entrepreneurship through finance, training, mentoring and community institutions, while increasing enterprise creation and promoting the participation of women and socially disadvantaged communities in non-farm businesses.
