BS-VI Cars Under 6 Years May Need PUC Certificate Only Once Every 3 Years: Government Proposal Explained

Owners of newer BS-VI private vehicles may soon have fewer trips to pollution testing centres. The Ministry of Road Transport and Highways (MoRTH) has released a draft notification proposing a revised Pollution Under Control Certificate (PUCC) renewal schedule based on a vehicle's age and emission standard.

If implemented, the proposal will extend the PUCC validity for BS-VI private vehicles that are less than six years old from the current annual requirement to once every three years.

What is the New PUC Proposal for BS-VI Vehicles?

According to the draft notification, BS-VI private vehicles up to six years old will require a fresh PUC certificate only once every three years. Vehicles between six and ten years old will undergo more frequent emission checks, while older vehicles will continue to follow stricter testing schedules.

The proposal does not change the existing rules for older emission standards. BS-IV vehicles will continue to renew their PUC certificates every six months, while BS-I, BS-II and BS-III vehicles will still require renewal every three months.

Why is the Government Relaxing PUC Norms?

The proposed change reflects the improved emission control technology in BS-VI vehicles. Introduced across India from April 1, 2020, BS-VI vehicles are equipped with advanced onboard diagnostics and exhaust treatment systems that continuously monitor emissions and engine performance.

The transition to BS-VI also required the use of ultra-low sulphur fuel containing 10 parts per million (ppm) of sulphur, compared to 50 ppm under BS-IV. This has significantly reduced emissions of pollutants such as nitrogen oxides and particulate matter, especially from diesel vehicles.

What Happens Next?

The proposal is currently at the draft stage, and the government has invited public comments before issuing the final notification. If approved, the revised PUC schedule is expected to reduce the compliance burden for millions of owners of newer BS-VI private vehicles while maintaining emission standards.

Conclusion

The proposed changes recognise the cleaner technology used in BS-VI vehicles and could make PUC compliance easier for owners of newer private cars. However, the revised renewal timeline will come into effect only after the government finalises the draft notification following the public consultation process.
