Assam Plans ₹1.5 Lakh Crore Infrastructure Spending by 2031: CM Himanta Biswa Sarma

Assam has planned ₹1.5 lakh crore in infrastructure and capital expenditure between 2026 and 2031, as per a MoneyControl news report.  

The state will provide ₹50,000 crore from its own resources, while ₹1 lakh crore will be sought from the Centre. The announcement was made during the Independence Day celebrations in Guwahati.  

The spending plan covers the government’s stated roadmap for a ‘Vikshit Assam’ by 2047. 

Roads, Schools and Rural Work 

Of the state’s ₹50,000 crore contribution, spending over the next four years will include roads, schools, urban development, and rural infrastructure. 

The government plans to raise the additional ₹1 lakh crore from the Central government over the next five years. The combined amount would take the planned infrastructure spending to ₹1.5 lakh crore. 

Economy and Tata Project 

Assam’s economy has tripled over the past decade, according to Sarma. He also referred to the upcoming Tata semiconductor facility while speaking about the state’s economic changes. 

The reference was to Assam’s move from its long-standing association with tea towards newer industries, including semiconductor manufacturing. 

Flood Rehabilitation 

Recent floods affected several parts of Assam, with four eastern districts among those badly hit. Sarma said funds would not be a constraint for rehabilitation of affected people and areas. 

A 30-day special drive against child marriage will start from November 1. The government also plans to continue action against child marriage and polygamy. 

Youth and Administration 

A Youth Development and Empowerment Department will be created to work on skill development and youth welfare. Eight new co-districts were also announced. 

The government will take up pending files through a mission-mode exercise. Assam will also commemorate 800 years since the arrival of Swargadeo Chaolung Sukapha, founder of the Ahom dynasty. 

Census Language 

People from other parts of India who have settled in Assam and adopted its culture have been asked to mention Assamese as their mother tongue during the upcoming Census. 

Residents of the Barak Valley and tribal communities can continue to mention their respective native languages. The Barak Valley has a large Bengali-speaking population.

Conclusion 

The five-year plan includes ₹50,000 crore from Assam’s own resources and ₹1 lakh crore from the Centre. The funds will be used for infrastructure and capital expenditure across the state.
