Himachal Pradesh Imposes Additional 60 Paise Per Litre Widow and Orphan Cess on Petrol, Diesel

A new levy has taken effect on fuel sales in Himachal Pradesh, with petrol and diesel attracting an additional 60 paise per litre from August 12, 2026, as per news reports. The charge has been named the “Widow and Orphan Cess” and is intended to create funding for welfare measures for widows and orphans in the state. 

The levy was notified by the State Taxes and Excise Department under the state's VAT law following approval from the Council of Ministers. 

Cess Collected at First Point of Sale 

The additional charge will be collected at the first point of sale, when an oil company sells fuel to a dealer. It will apply separately from the existing VAT imposed on petrol and high-speed diesel. 

While the current rate is 60 paise per litre, the notification provides for a maximum levy of ₹5 per litre. 

Proposal Originated in March 2026 

The initiative dates back to March 2026, when Chief Minister Sukhvinder Singh Sukhu introduced a bill in the state Assembly to establish a dedicated cess for welfare programmes covering widows and orphans. 

The bill was passed through a voice vote, following an Opposition walkout. The government's stated rationale was to establish a continuing revenue stream for these programmes instead of relying solely on annual budget allocations. 

Fuel Consumers Bear Additional Charge 

The 60-paise levy applies to every litre of petrol and diesel sold in the state. This includes fuel purchased by taxi operators and farmers, along with other fuel-dependent consumers.

Dedicated Welfare Funding 

The government has positioned the cess as a dedicated source of revenue for welfare schemes supporting widows and orphans from economically weaker sections.
