
The Department of Public Enterprises (DPE) has reportedly cleared a proposal to grant Navratna status to Garden Reach Shipbuilders & Engineers Ltd (GRSE), according to The Economic Times reports. The proposal will now be placed before an apex committee for final approval.
The clearance follows a review at the administrative level. A final decision is expected after the committee considers the recommendation.
The proposal was moved last month by the Department of Defence Production, which comes under the Ministry of Defence. It was subsequently examined by an inter-ministerial committee before being cleared by the DPE.
Navratna status is granted to central public sector enterprises (CPSEs) that meet prescribed financial criteria and performance benchmarks set by the government.
Companies with Navratna designation can make capital investments up to defined limits without seeking prior government approval. The status also allows them to enter joint ventures and expand operations with greater operational discretion.
At present, there are 27 Navratna CPSEs. In December 2024, Numaligarh Refinery Ltd was upgraded to Navratna status, becoming the 27th company in the category.
The Kolkata-based company builds warships primarily for the Indian Navy and the Indian Coast Guard. It operates under the Ministry of Defence and is among the country’s defence public sector shipyards.

With the DPE’s clearance completed, the proposal now awaits final consideration. The apex committee’s decision will determine whether GRSE is formally granted Navratna status.
