HFCL Completes BSNL’s Network Infrastructure Enhancement Project

Introduction: HFCL’s Pioneering Role in Upgrading BSNL’s Network Infrastructure
HFCL Limited (HFCL), a leading technology enterprise and next-generation communications product and solution provider, has successfully completed the commissioning of Bharat Sanchar Nigam Limited’s (BSNL) Network Infrastructure Enhancement Project. This milestone achievement involves deploying an advanced Broadband Network Gateway (BNG) with Control and User Plane Separation (CUPS) architecture and an associated subscriber Policy Manager & Authentication platform. With a total project value of approximately INR 390 crore, including Operations and Maintenance (O&M), this project spans the entire nation, marking a significant leap toward improved broadband services across India.
Transforming BSNL’s Network: The CUPS Architecture Advantage
The infrastructure upgrade to the CUPS architecture aligns with BSNL’s objective of enhancing its network capabilities to support high-end enterprise customers while bridging the digital divide, especially in rural and remote areas. The CUPS architecture enables BSNL to expand its Fiber-to-the-Home (FTTH) broadband services more effectively, ensuring a robust and scalable network that meets the growing demands of modern communication.
Benefits of the New CUPS-Based BNG Infrastructure
The upgraded CUPS-based BNG infrastructure is designed to improve network efficiency, scalability, and service quality for BSNL’s broadband customers. Key benefits include:
- Enhanced Network Efficiency: By implementing the CUPS architecture, BSNL can separate the control and user plane functions, enabling more flexible and efficient management of network resources.
- Scalability and Flexibility: The CUPS architecture allows independent location and lifecycle management of Control Plane Functions (CPFs), which is crucial for seamless network scaling.
- Improved Service Quality: The new architecture provides more reliable, accessible, and affordable broadband services, particularly for users in underserved areas.
Supporting Nationwide Connectivity and Digital Inclusion
The upgraded BNG infrastructure will act as the Internet Gateway for all BSNL’s enterprise and home users, as well as for the existing BharatNet network, which covers 1.5 lakh Gram Panchayats. This upgrade is a key component of the pan-India BharatNet expansion in Phase III, supporting BSNL’s mission to deliver high-quality broadband connectivity nationwide.
HFCL’s Commitment to Excellence: A Testimony by the Managing Director
Reflecting on this achievement, Mr. Mahendra Nahata, Managing Director of HFCL, remarked:
“HFCL is proud to have successfully executed one of the world’s largest Control and User Plane Separation (CUPS) architecture-based Broadband Network Gateway (BNG) deployments for BSNL. This nationwide network enhancement project, covering the length and breadth of India, will serve all broadband and enterprise consumers of BSNL for many years to come. The success of this project, marked by significant achievements and technical milestones, reinforces our position as a trusted partner for our customers. It has laid a strong foundation for modernizing with new technologies, enhancing network efficiency, scalability, and service quality across the Indian telecommunications landscape.”
Project Timeline: From Inception to Successful Commissioning
The Network Infrastructure Enhancement Project was initiated in October 2022 and successfully commissioned in August 2024. HFCL managed the entire upgrade process end-to-end, from design, supply, commissioning, and testing to the seamless migration of legacy networks and services to the new CUPS-based infrastructure.
