
Central government employees awaiting updates from the 8th Pay Commission may be wondering why there have been no official progress reports so far. The Finance Ministry has now clarified that the commission is not required to keep the government informed about its ongoing deliberations or consultations. The clarification, made in the Rajya Sabha, explains why there has been little information on the panel's progress despite growing anticipation over its recommendations.
In a written reply in the Rajya Sabha on July 28, 2026, Minister of State for Finance Pankaj Chaudhary said the Terms of Reference (ToR) of the 8th Central Pay Commission do not require it to keep the government updated on its progress, consultation process, or the recommendations under consideration.
He added that the Resolution dated November 3, 2025, under which the commission was constituted, allows the pay panel to devise its own procedure. As a result, the government does not receive periodic updates while the commission is carrying out its work.
Although the commission is not obligated to provide progress reports, it is expected to submit its recommendations within 18 months of its constitution, as specified in the November 3, 2025 Resolution.
The clarification came in response to questions on the number of meetings held by the commission, consultations with employee unions, demands to revise the fitment factor methodology, and the timeline for submitting its final report.
Even without public progress updates, the commission continues to engage with stakeholders across the country. Upcoming consultation visits are scheduled in Delhi (August 7 and 10), Chennai (September 8), and Puducherry (September 9). Government organisations and employee associations can seek appointments by submitting a memorandum through the commission's portal before the prescribed deadlines.
The Finance Ministry's clarification answers a key question many central government employees have been asking: Why hasn't the 8th Pay Commission shared any progress? The reason is simple, the commission is not required to do so under its Terms of Reference. For now, stakeholders will have to wait until the panel completes its consultations and submits its recommendations within the prescribed 18-month timeline.
