Jammu & Kashmir Government Allows One-Time Switch from NPS To OPS for Eligible Employees

The Jammu and Kashmir Government has provided a one-time opportunity to a section of its employees who are under the National Pension System (NPS) to shift to the Old Pension Scheme (OPS), as per news reports. The exception applies to employees who had applied or were notified of recruitment prior to December 24, 2009, but joined service on or after January 1, 2010.
It was approved in terms of Government Order No. 305-F of 2026 Finance Department (Dated September 28, 2026). The Deadline for employees to apply is December 28, 2026.
Who Can Opt For OPS?
The provision is meant for employees appointed against posts or vacancies that were advertised or notified before December 24, 2009. They must have joined government service on or after January 1, 2010, and consequently come under the NPS.
Employees who do not exercise the option within the specified period will continue under NPS.
Application Has to Go Through DDO
Employees have to submit the prescribed application through their Drawing and Disbursing Officer (DDO). The application will then move through the Head of Department or Appointing Authority to the concerned Administrative Department.
The department will check the employee's eligibility and issue the required order within one month.
NPS Account to Be Closed After OPS Shift
For employees who are moved to OPS, the NPS account will be closed from the first day of the month following the month in which the OPS coverage order is issued.
Such employees will then subscribe to the General Provident Fund (GPF). The order also specifies the treatment of employee and government contributions and investment appreciation in the accumulated NPS corpus.

Conclusion
The J&K Government's order provides a time-bound OPS option to employees meeting the specified recruitment conditions. The entire process, including closure of the NPS account, is required to be completed within 120 days of the Administrative Department issuing the coverage order.
