
The Ministry of Health and Family Welfare (MoH&FW) has integrated the Central Government Health Scheme (CGHS) online system with the Bhavishya portal. The initiative has been undertaken in collaboration with the Department of Pension & Pensioners' Welfare (DoPPW).
The integration introduces a paperless option for retiring Central government employees to apply for CGHS pensioner cards. The move aims to reduce paperwork, improve efficiency and enable quicker access to healthcare benefits after retirement.
The newly integrated workflow allows retiring employees to apply for CGHS pensioner cards directly through the Bhavishya portal. Pension-related information already available and approved on the portal will be automatically fetched to populate the CGHS application form.
This eliminates the need for repeated data entry and reduces the possibility of manual errors. The process is designed to provide a smoother and faster digital experience for employees nearing retirement.
Under the new system, pension forms are first verified by the Head of Office before further processing. After verification, the Pension Payment Order (PPO) is generated and the employee can pay the required CGHS contribution through the integrated BharatKosh payment gateway.
Once the payment is successfully completed, the CGHS pensioner card is generated digitally. The approved card can subsequently be downloaded from both the CGHS portal and the Bhavishya portal.
The government has designated the Permanent Account Number (PAN) as the unique identifier for data exchange between the two digital platforms. This enables real-time validation of information and supports secure transfer of approved pension-related records.
The use of PAN is expected to improve accuracy in processing pensioner card applications. It also helps minimise manual intervention across different stages of the workflow.
The Ministry of Health and Family Welfare has clarified that the integrated route is an additional facility and not a replacement for the existing process. Retiring Central government employees can continue applying for CGHS pensioner cards directly through the CGHS portal if they prefer.
The new option simply provides an alternative path for applicants seeking a more streamlined digital experience. Ministries and departments have been advised to inform employees approaching retirement about the availability of this facility.
