Mazagon Dock Shipbuilders Ltd (MDL) has signed an exclusive Memorandum of Understanding (MoU) with France’s Naval Group to offer evolved Scorpene-class submarines to a friendly foreign nation jointly. The MoU was signed on October 16, 2025, and announced a day later. MDL is India’s biggest warship and submarine builder under the Ministry of Defence.

Agreement Scope

The agreement will allow both companies to collaborate in submitting a joint proposal for the construction of submarines under an ongoing foreign acquisition programme. Naval Group, which originally developed the Scorpene-class design, will provide the technical framework, while MDL will handle the shipbuilding and integration work in India.

Previous Collaboration

In July this year, MDL and Naval Group signed another agreement for the transfer of technology to install energy system plugs developed by the Defence Research and Development Organisation (DRDO). These will be fitted into the Indian Navy’s Kalvari-class submarines, which are based on the Scorpene design. The upgrade is to extend the operational range and underwater endurance of the submarines.

Integration Work

The integration process, known as Jumboisation, includes cutting the submarine’s hull, inserting a new plug section, and rejoining it to form a complete structure. Naval Group will provide technical guidance, proprietary materials, and training to MDL engineers for this process. The modifications will be carried out at MDL’s shipyard in Mumbai.

Defence Ministry Contracts

Earlier, in December 2024, the Ministry of Defence signed two contracts worth ₹2,867 crore to upgrade submarine capabilities. The first, valued at ₹1,990 crore, was awarded to MDL for the construction of an air-independent propulsion (AIP) plug. The second, worth ₹877 crore, went to the Naval Group for integrating an electronic heavyweight torpedo (EHWT) system developed by DRDO.
