The Maharashtra Cabinet has approved a new Global Capability Centre (GCC) Policy aimed at establishing 400 new GCCs and creating employment for 4,00,000 highly skilled professionals. The policy focuses on building digital infrastructure, encouraging innovation, and expanding economic development across Tier 2 and Tier 3 locations within the state.
The ambitious GCC Policy aims to transform Maharashtra into a top destination for global firms to set up technology and knowledge-based operations.
Over the next 5 years, the plan is expected to generate 4,00,000 high-skilled jobs and lead to the establishment of 400 GCCs. Target cities include Nagpur, Nashik, and Chhatrapati Sambhajinagar, where integrated economic hubs will boost balanced regional growth.
To support new GCCs, dedicated parks will be developed featuring plug-and-play offices and a walk-to-work design. These parks will be equipped with advanced infrastructure to attract global enterprises. The government will also create business districts aligned with technology-forward planning and provide a robust data ecosystem to enable digital-led growth.

The policy offers substantial capital subsidies for investors. Small units with ₹50 crore investments can avail ₹10 crore subsidy, medium-sized units investing ₹100 crore to ₹250 crore will get ₹20 crore, and large units with ₹250 crore to ₹300 crore investment can receive ₹50 crore. Additional reimbursements will cover rent, green building certification, and R&D-related expenses.
A dedicated Maharashtra GCC Growth Council will be formed to monitor, advise and adapt the policy based on regional needs and global business trends. Firms setting up operations can benefit from fast-track single window clearances, infrastructure support, and zoning concessions, helping to simplify establishment and scaling processes.
Maharashtra’s GCC Policy presents a strategic initiative to decentralise economic growth, create lakhs of jobs and push forward its digital and innovation agenda. The focused support for Tier 2 and Tier 3 cities is expected to make the state a leading GCC hub nationally.
