
BSNL’s customer base increased from 8.86 crore in March 2024 to 9.28 crore by December 2025. The figures were shared by Union Communications Minister Jyotiraditya Scindia in a written reply in the Rajya Sabha, as per PIB reports. The rise in numbers coincided with the company’s ongoing 4G network rollout.
The telecom operator placed a purchase order for one lakh 4G sites using domestically developed technology.
The project is part of the government’s Atmanirbhar Bharat initiative. Supply of equipment for the rollout began in September 2023, with installations carried out in stages.
By January 15, 2026, BSNL had installed 97,672 4G sites across the country. Out of these, 95,511 sites were on air. The deployed equipment is designed to be upgraded to 5G from a technology perspective when required.
In Andhra Pradesh, BSNL installed 6,108 4G sites as of mid-January 2026. Of these, 6,045 sites were operational. The state-level figures form part of the wider national deployment plan.
The company is moving 3G subscribers to 4G services in areas where the new network is available. Existing sites are being upgraded with indigenous 4G technology stacks.
Once 4G becomes active at a location, 3G systems are no longer required, reducing the need for related maintenance contracts.

The increase in subscriber numbers came during the period of network upgrades. Installation of 4G sites and the transition of users from 3G to 4G continue as part of BSNL’s ongoing rollout.
