SEBI FY26 Report: India Tops Global IPO Count, Ranks Third in IPO Fundraising

India retained its position as the world's leading market for Initial Public Offerings (IPOs) by the number of issues during FY2025-26, according to the Securities and Exchange Board of India (SEBI) Annual Report 2025-26.
The report said India ranked first globally in IPO count and third worldwide in terms of funds raised, reflecting continued activity in the primary market despite geopolitical tensions, trade uncertainties and volatile global capital flows.
India Leads Global IPO Market
According to the SEBI Annual Report, India's primary equity market remained active throughout FY26, helping the country maintain its global leadership in IPO volumes.
SEBI Chairman Tuhin Kanta Pandey said the country's primary equity market demonstrated continued momentum during the year, with India leading the world in the number of IPOs while securing the third position globally for capital raised through public issues.
The report noted that the domestic capital market remained resilient despite global challenges, including geopolitical conflicts, trade tensions, and fluctuations in global asset prices.
SEBI’s Reforms to Support Capital Raising
During FY26, SEBI introduced several regulatory measures aimed at making fundraising more efficient while maintaining investor protection.
Some of the key reforms included:
Linking minimum public shareholding requirements to the size of the IPO.
Extending the timeline for the largest listed companies to achieve the mandatory 25% public shareholding to 10 years.
Allowing founders of new-age companies to retain Employee Stock Option Plans (ESOPs) granted before an IPO, subject to disclosure requirements.
These measures were introduced to improve the ease of capital raising while supporting transparency and governance in the public markets.
SEBI Focuses on Long-Term Capital Market Development
The report said SEBI continued to strengthen the equity market, corporate bond market and alternative investment ecosystem to support India's long-term financing needs.
According to the regulator, India will require larger pools of capital to fund infrastructure development, manufacturing expansion and the energy transition, with capital markets expected to play a key role alongside the banking system.
