Uttar Pradesh Higher Education Incentive Policy 2024: Offers Up To ₹100 Crore Subsidy

Uttar Pradesh is offering financial support to bring more private universities into the state, with the biggest incentives reserved for multidisciplinary institutions, aspirational districts and selected Indian and foreign universities. 

The Uttar Pradesh Higher Education Incentive Policy, 2024 was approved by the state Cabinet on October 1, 2024, with the government order issued the same month. The Higher Education Department is the nodal agency for the policy. 

First MERU in a District Gets Priority 

A major focus of the policy is the Multidisciplinary Education and Research University (MERU) model. The standard incentives are primarily linked to the first qualifying MERU established in an eligible district. 

For a first MERU in an unserved district, the capital subsidy ranges from 15% to 17%, depending on the investment. Projects investing up to ₹50 crore can receive up to ₹7 crore, while investments above ₹150 crore can qualify for a maximum subsidy of ₹35 crore. 

The subsidy is to be paid through five annual installments over five years after the required approval. 

Bigger Benefits for Aspirational Districts 

Projects in aspirational districts receive a more generous package. The first qualifying MERU can receive a 20% capital subsidy, capped at ₹50 crore, along with full stamp-duty exemption. 

For a first MERU in an unserved district, stamp-duty relief varies according to land cost. It stands at 50% for land costing up to ₹50 crore, 30% for costs above ₹50 crore up to ₹150 crore, and 20% above ₹150 crore. 

Foreign and Top Indian Universities Get Special Support 

The policy also sets aside enhanced incentives for established institutions. The first five qualifying foreign higher education institutions establishing MERU campuses in Uttar Pradesh can receive a 20% capital subsidy capped at ₹100 crore, along with full stamp-duty exemption. 

Eligible Indian universities ranked within the top 50 of the latest NIRF rankings can receive the same 20% subsidy and ₹100 crore ceiling, subject to the policy conditions. 

Subsidy Covers Core University Infrastructure 

Eligible investment can include academic buildings, classrooms, libraries, laboratories, hostels, internal roads, boundary walls and utility infrastructure. Sewerage, drainage, power-distribution and treatment facilities are also included. 

However, the incentive does not replace the approvals needed to establish and operate a university. Institutions must separately meet applicable state, UGC and professional-regulator requirements. 

Implementation Data Is Still Limited 

The policy and government order have been issued, but consolidated official figures on applications, approvals, universities established, subsidies sanctioned or disbursed have not been identified in the reviewed material.

The policy puts financial incentives behind Uttar Pradesh’s effort to expand private higher education, with the strongest support aimed at specific districts and established institutions. Its actual reach will become clearer as information on approved projects and subsidy disbursements becomes available.
