The Uttar Pradesh administration has stopped the January salary for more than 68,000 state employees who did not submit required asset information by the January 31, 2026 deadline. 

Salary Freeze Affects 68,000 Employees 

Employees were instructed to upload details of all movable and immovable properties acquired up to December 31, 2025, on the Manav Sampada portal.  

Those who missed the January 31, 2026, cut‑off have not received their January salary, which is being released in February. The action spans a wide range of departments and highlights the government’s strict enforcement of the disclosure mandate. 

Asset Disclosure Linked to Service Benefits 

The government order states that asset disclosure is a binding condition of service. Failure to upload complete details results in salary stoppage and exclusion from promotion consideration. 

Department promotion committees scheduled after February 1, 2026, will not entertain cases of officers whose asset records are missing or incomplete, and the non‑compliance will be recorded in service records.

Chief Secretary Directive and Implementation 

The chief secretary issued a clear directive requiring all departments to ensure compliance. The order specified that any employee with assets acquired before December 31, 2025, must upload the information by January 31, 2026, after which the system automatically triggers consequences.  

The Manav Sampada portal, active since January 1, 2026, records and monitors submissions without provision for extensions. 

What Employees Must Do Now 

Affected staff are advised to immediately enter accurate details of their movable and immovable assets on the Manav Sampada portal.  

Departments have been asked to facilitate the process but not to grant relaxation. Salary restoration will occur in subsequent cycles once verification is completed, while false information may lead to disciplinary action under service rules.
