RBI to Introduce Digital Payment Intelligence Platform to Combat Banking Fraud

The Reserve Bank of India (RBI) is set to provide banks with a Digital Payment Intelligence Platform to strengthen joint efforts against fraud in digital payments, as per news reports.
RBI Governor Sanjay Malhotra announced the initiative while speaking at the FIBAC 2026 conference in Mumbai on August 11, 2026.
He said artificial intelligence and machine learning models would become increasingly important in identifying sophisticated fraud, including AI-driven fraud.
AI Governance Gains Importance
Malhotra asked banks to assess AI adoption and establish governance structures, including a complete AI model inventory, board-approved AI policy, red-team and stress-testing capabilities.
Smaller banks relying on external AI vendors need stronger focus on data protection and governance.
Malhotra also stressed that human judgement and accountability must remain central, saying, “the ultimate decision has to be of bank and for that human oversight will remain important.”
RBI Highlights Banking Reforms
The Governor said the RBI had made progress over the past year in customer centricity, ease of doing business and reducing the cost of intermediation.
The central bank has also taken measures to reduce the burden on bank boards while leaving operational matters to management. The PRAVAAH platform has been strengthened, including through automation of applications.
Credit Flow and Basel III
The RBI has rationalised current account and working capital norms and addressed an industry request concerning bulk deposit pricing.
Measures covering acquisition financing, priority sector lending, project finance and alternative investment funds have also been rationalised to improve credit flow to deserving sectors.
Malhotra said the banking sector remains on track to implement Basel III guidelines from FY28 in line with the prescribed glide path.
AI and Financial Inclusion
India's digital public infrastructure can provide a foundation for wider AI applications. The RBI is working to improve and expand the Unified Lending Interface and Account Aggregator framework.
Malhotra said AI could accelerate financial inclusion, while cautioning that careless deployment could create new forms of exclusion.
