Prime Minister Narendra Modi announced youth-focused projects worth more than ₹62,000 crore at the Kaushal Deekshant Samaroh in New Delhi. As per the news reports, the schemes target skilling, education, and entrepreneurship, with Bihar receiving special attention.
The Prime Minister launched the Pradhan Mantri Skilling and Employability Transformation through Upgraded ITIs (PM-SETU). With an investment of ₹60,000 crore, the scheme will upgrade 1,000 government ITIs across the country through a hub-and-spoke model. It will include 200 hub ITIs linked with 800 spoke ITIs.
The hubs will host modern facilities such as innovation centres and incubation units, while the spokes will focus on expanding access to training.
As part of the initiatives, 1,200 vocational skill labs were inaugurated in 400 Navodaya Vidyalayas and 200 Eklavya Model Residential Schools across 34 states and union territories. The labs will provide training in 12 areas, including IT, agriculture, automotive, electronics, and tourism. Around 1,200 vocational teachers will be trained to deliver these courses in line with the National Education Policy 2020.
Several announcements were made for Bihar. The Mukhyamantri Nishchay Svyam Sahayata Bhatta Yojana will provide nearly five lakh graduates a monthly allowance of ₹1,000 for 2 years, along with free skill training. The Bihar Student Credit Card Scheme has been redesigned to offer interest-free loans of up to ₹4 lakh for higher education. A new Bihar Yuva Ayog was also launched as a statutory body for people aged 18-45.
The Prime Minister inaugurated the Jan Nayak Karpoori Thakur Skill University and laid the foundation for new academic facilities in four Bihar universities under the PM-USHA scheme. Together, these projects have a budget of ₹160 crore and will benefit over 27,000 students. Modi also dedicated the Bihta campus of NIT Patna, designed for 6,500 students with facilities including a 5G lab, space research centre, and incubation units.

The initiatives combine education, skilling, and financial support, with a special focus on Bihar, and are expected to create new opportunities for students and young professionals.
