Indian Railways Revises Variable Dearness Allowance for Contract Workers from October 1, 2026

The Railway Board has revised the Variable Dearness Allowance (VDA) for contract workers employed in various activities, with the new rates effective from October 1, 2026, as per news reports.
The Board issued the order on October 28, referring to the Labour Bureau and Ministry of Labour and Employment’s notification dated September 30, 2026. The instructions have been sent to zonal railways, production units, and other railway establishments.
The revision covers multiple categories of employment, with applicable wages varying by skill level and area.
Categories Covered Under the Order
The revised rates apply to contract workers engaged in agriculture, mining, construction and maintenance, sweeping and cleaning, watch and ward, and loading and unloading.
Mining activities include work in iron ore, lignite, granite, marble, mica, and other mineral mines. Construction work covers roads, runways and buildings, along with the laying of underground cables, electric lines, water supply lines, and sewerage pipelines.
The order also covers watch and ward personnel, with or without arms, and sweeping and cleaning workers. Activities prohibited under the Employment of Manual Scavengers and Construction of Dry Latrines (Prohibition) Act, 1993, are excluded.
Loading and unloading workers at railway goods sheds, parcel offices, warehouses, docks and ports are covered. The category also includes workers handling passengers’ goods and cargo at domestic and international airports.
Revised VDA and Minimum Wages
The Labour Bureau’s revision is based on the average Consumer Price Index for Industrial Workers (CPI-IW), which rose to 431.42 from 424.80 as of June 30, an increase of 6.62 points.
For loading and unloading workers, the VDA is ₹317 per day in Area A, ₹267 in Area B and ₹215 in Area C. Including basic wages, the minimum daily wages are ₹840, ₹704 and ₹565, respectively.
For unskilled construction workers, the VDA rates are ₹317, ₹267 and ₹215 per day across Areas A, B and C. Highly skilled workers will receive ₹418, ₹387 and ₹354, respectively.
