India, World Bank Discuss Wider Use of MIGA Guarantees for Bond Market Development

As per an Economic Times news report, India and the World Bank Group discussed expanding their cooperation across infrastructure, bond markets, digital public infrastructure and tourism during a meeting between Finance Minister Nirmala Sitharaman and World Bank President Ajay Banga. 

The meeting took place in Asheville on Tuesday on the sidelines of the G20 Finance Ministers and Central Bank Governors (FMCBG) Meeting. Discussions included ways to increase the use of World Bank Group financing and guarantees in India. 

Role of MIGA in Bond Markets 

A larger role for the Multilateral Investment Guarantee Agency (MIGA) in India was discussed as part of efforts to develop corporate, infrastructure and municipal bond markets. 

The discussions included systematic use of guarantees and greater mobilisation of private capital. A sector-based, programme approach to credit enhancement for infrastructure was also considered. 

$1.5 Billion Development Financing 

The World Bank Group's continued engagement with India and the speedy processing of $1.5 billion in Development Policy Financing (DPF) were also discussed. 

The International Finance Corporation's (IFC) support for MSMEs through the Small Industries Development Bank of India (SIDBI) was also noted.  

The financing was processed in record time and had a positive impact on the MSME sector, according to the Finance Ministry. 

Infrastructure and Overseas Investments 

Banga noted the significant transformation in India's infrastructure and discussed opportunities to use World Bank Group instruments for the country's development plans. 

MIGA's possible role in providing political risk insurance for Indian companies investing overseas was also part of the discussions. 

Digital Infrastructure and Tourism 

India's work with the World Bank Group on establishing a Global Digital Public Infrastructure Knowledge Hub in India was discussed. The initiative includes exploring the use of technology in areas such as agriculture, with early progress towards its launch expected. 

Tourism was another area discussed under the new India-World Bank Group Country Partnership Framework. The proposed approach would combine IBRD policy and infrastructure support, IFC investment and MIGA guarantees to develop globally competitive tourism destinations. 

Areas of Cooperation 

The discussions also covered a shift from a traditional lender-borrower relationship towards a broader platform involving global knowledge, innovation and private capital mobilisation.  

This would combine India's scale and implementation capacity with the World Bank Group's expertise and financing instruments.
