India-Venezuela Hold 5th Foreign Office Consultations to Enhance Trade & Health Cooperation

India and Venezuela strengthen ties in trade, health, digital tech, and agriculture during 5th Foreign Office Consultations held on November 26, 2025.

India and Venezuela held their 5th round of Foreign Office Consultations (FOC) on November 26, 2025, in New Delhi. Co-chaired by Secretary (East) Shri P Kumaran and Vice-Minister Ms. Tatiana Josefina Pugh Moreno, the meeting covered a broad range of bilateral and multilateral cooperation sectors. 

Focus on Strengthening Trade, Health, and Digital Partnerships 

During the latest FOC session, India and Venezuela agreed to deepen cooperation in key sectors including trade, health and pharmaceuticals, digital technology, and agriculture. Both parties acknowledged the potential for increasing exchange in medical supplies and technology transfer, especially in pharmaceuticals, where India holds a strong global presence. 

Sectors like digital innovation and sustainable agriculture were highlighted as promising avenues for mutual development. Discussions also touched upon enhancing people-to-people ties through improved cultural exchanges and educational programmes. 

Development Partnership and Cultural Exchange Take Centre Stage 

Both countries committed to promoting development partnership initiatives. These include capacity-building projects and knowledge exchange programmes across technical, educational, and cultural fields. Venezuela expressed its interest in leveraging India’s experience in IT and training platforms to drive local skill development. 

The two sides reiterated their support for fostering closer cultural cooperation, with plans to organise joint events and artistic collaborations between institutions of both nations.

Multilateral Coordination and International Developments 

Regional and global challenges were also discussed, with the diplomats expressing shared concerns on current international developments. Both India and Venezuela reiterated their intent to coordinate closely in multilateral platforms such as the United Nations and NAM, especially on issues like sustainable development and reforming global governance. 

Next Meeting to be Held in Caracas 

The 2 sides agreed that the next round of Foreign Office Consultations would take place in Caracas. A mutually convenient date will be scheduled for continuing this dialogue and implementing current outcomes discussed during the 5th session. 

Conclusion 

The 5th India–Venezuela FOC reinforced an expanding relationship between the two countries with promises of cooperation in vital economic and social sectors. The strengthening of diplomatic, cultural, and trade ties signifies a step forward in the broad and evolving partnership.
