Australia and India have established a robust partnership in cyber and critical technologies, building on their Comprehensive Strategic Partnership and the 2020 Framework Arrangement.
The new initiative, Australia-India Partnership on Cyber, Critical Technologies and Supply Chains (PACTS), aims to elevate bilateral ambitions, replacing the 2020 Framework as per the news report.
The PACTS initiative focuses on enhancing national and regional security, empowering partners with digital choices, and strengthening global cyber resilience.
It aims to ensure safety, security, resilience, and inclusivity, reflecting shared democratic values. The partnership is structured around five pillars of cooperation.
Under each pillar, Australia and India will identify opportunities for collaboration among private sectors, universities, research institutions, and government agencies.
This will support government-to-government cooperation, increase investment in new technologies, and translate intellectual property into economic growth.
Australia and India will work towards secure and resilient supply chains, promoting security by design and protective regulatory frameworks. Initiatives include developing a bilateral mechanism for trusted vendor frameworks and enhancing undersea cable connectivity across the Indo-Pacific.
The focus is on strengthening the security and resilience of critical technologies, including AI, space technologies, telecommunications, and biotechnology. Efforts will be made to advance international standards and foster joint commercial and government-led space sector initiatives.
Collaboration will aim to bolster cybersecurity, counter cybercrime, and protect critical national infrastructure. This includes establishing a bilateral mechanism for cyber and ICT fields and enhancing dialogue on data governance architecture.
The goal is to deliver scalable technology solutions to support digitalising economies across the Indo-Pacific. This involves promoting digital public infrastructure principles and scaling affordable solutions in areas like clean energy and digital transformation.
Australia and India will leverage defence research partnerships to address multi-domain defence challenges. This includes strengthening dialogue on defence science priorities and focusing on innovative maritime science and technology capabilities.
