Govt Mandates Biometric Aadhaar Authentication for LPG Subsidies from October 1, 2026; Aims to Prevent Diversion

The Indian government has announced a significant change in LPG subsidy rules, mandating Biometric Aadhaar Authentication (BAA) for consumers to receive subsidised LPG cylinder refills, as per news report.
Starting October 1, 2026, this measure aims to ensure that subsidies reach genuine domestic users and not be misused for commercial purposes.
Government's Mandate for Aadhaar Biometric Authentication
According to the Petroleum and Natural Gas Ministry, commencing October 1, 2026, domestic LPG consumers must complete BAA to maintain access to subsidies for cylinder refills.
This initiative is designed to curb diversion and eliminate duplicate connections. Official figures indicate that as of September 19, 2026, 27.43 crore active domestic LPG consumers, which represents 89.9% of the total, have completed the authentication.
How to Complete Authentication
There are three ways to finalize the BAA process:
- During delivery, with assistance from delivery personnel using the oil marketing company's mobile app.
- At the distributor's showroom.
- Using respective OMC mobile applications from home.
For self e-KYC, Indane customers can use the IndianOil ONE app, Bharatgas customers can use HelloBPCL, and HP Gas consumers can use the HP PAY app.
Subsidy Access and Alternative Options
The government has clarified that consumers who do not complete BAA can still buy LPG but without the subsidy. These consumers can purchase cylinders at market rates and must register their choice via digital channels such as mobile apps, web portals, or WhatsApp chatbots.

Background and Financial Implications
The initial deadline for BAA was set for June 30, 2026, but has been extended multiple times to September 14, 2026, to give consumers ample time.
An extensive awareness campaign, including 12 crore SMS and WhatsApp reminders, was conducted by OMCs to encourage compliance.
The government supports OMCs financially, compensating them ₹30,000 crore annually in 2025-26 and 2026-27 due to losses on selling LPG below cost.
