Government to Cover Certification Costs for MSME Exporters Under Export Promotion Mission

Getting products ready for overseas markets can be expensive for small businesses, especially when foreign buyers require costly testing and certification, as per news reports. The government is offering help, with Commerce Minister Piyush Goyal saying micro and small enterprises can receive support covering the full cost of certain certifications.
The assistance comes under the Export Promotion Mission, approved last November with an outlay of ₹25,060 crore over six financial years.
Support for Meeting Export Standards
Under the mission, the government will help eligible businesses meet certification and compliance requirements needed to sell in international markets. This includes requirements linked to European Union rules on carbon emissions and deforestation.
The support is intended to ease the burden on smaller exporters, who have raised concerns that testing, reporting and traceability requirements can increase costs and make their products less competitive abroad.
How the Assistance Works
The mission’s TRADE Regulations, Accreditation and Compliance Enablement (TRACE) component provides financial help for testing, inspection, certification and other conformity requirements.
MSME exporters with a valid Importer Exporter Code and Udyam registration can apply for assistance for certifications on the notified positive list. Support covers 60% of eligible costs, up to ₹25 lakh, for certifications on the Positive List. For the Priority Positive List, assistance rises to 75%, subject to the same ₹25 lakh limit. The annual cap is ₹25 lakh per exporter.
Goyal urged both existing and new exporters to approach the Directorate General of Foreign Trade for support.
Why It Matters for Exporters?
India’s exports to the European Union fell 4.57% to $72.4 billion in 2025–26, according to the report. The EU accounted for around 17% of India’s merchandise exports in that period.

Conclusion
The certification support is aimed at making overseas market access more manageable for smaller Indian businesses. For eligible MSMEs, it could reduce the cost of meeting international requirements and exploring new export opportunities.
