Government Launches DILRMP 3.0; ₹565.5 Crore Set Aside for Integrated Land Data

The government has launched the operational guidelines for the third phase of the Digital India Land Records Modernisation Programme (DILRMP 3.0), as per news reports.  

The scheme has an outlay of ₹565.5 crore for 2026-31 and will be implemented across all states and Union territories. 

Focus On Integrated Records 

The new phase will link land records, cadastral maps, registrations, and other related data through a GIS-based digital system. The programme will focus on connecting these records rather than only digitising individual documents. 

Each state can develop its own “land stack” by linking land-related databases and systems through APIs. These state-level systems will form part of a federated national land stack, while the concerned authorities will continue to own and control their data. 

14-Digit Bhu-Aadhaar 

DILRMP 3.0 will assign a 14-digit Bhu-Aadhaar, or Unique Land Parcel Identification Number (ULPIN), to every land parcel. The programme also provides for full georeferencing of cadastral maps. 

The government will modernise 75 high-footfall sub-registrar offices as “registration seva kendras”. These centres will be based on the passport seva kendra model.  

Work will also include scanning old land records, creating a registration repository, and computerising revenue courts. 

Urban Land Mapping 

The NAKSHA initiative will support urban land mapping and the preparation of urban property cards. The government has said the programme will also help farmers access institutional credit and reduce the need for repeated visits to government offices. 

Earlier Digitisation 

The earlier phases of DILRMP have digitised 99.9% of records of rights and 97% of cadastral maps, according to the government. Computerisation has been completed in 99% of sub-registrar offices. 

DILRMP 3.0 will be fully funded by the Centre. Funds will be released in phases based on performance, while progress will be tracked through a real-time DILRMP-MIS dashboard.

Conclusion 

The third phase will add parcel-level identification and map georeferencing to the existing digitisation work. It will also link land records with registration and other land-related systems.
