Government Grants 1-Year Exemption to 14 Copper Products from Quality Control Order

The government has exempted 14 specialised copper products from quality control norms for 1 year to facilitate imports amid limited domestic availability.

The Centre has announced a temporary exemption for select copper products from mandatory quality control requirements, citing industry demand and supply constraints for specialised applications, as per The Economic Times report. 

Products Covered Under Exemption 

The Department for Promotion of Industry and Internal Trade has exempted 14 copper products from the Copper Products (Quality Control) Order, 2024 dated April 26, 2024, for a period of 1 year.  

These include silver bearing oxygen free copper, zirconium copper used in generator rotor coils, and end wedge or rotor centre wedge material made from beryllium alloy copper bars used in generators. 

The exemption also covers certain copper alloy strips used as bus bars in automobiles, externally and internally finned copper tubes used in chillers, and high-strength copper alloy tubes deployed in air-conditioning systems and electrical applications. 

Reason Cited by the Government 

As per report, DPIIT said, “DPIIT has received various request form Industry and Industry Association for issuance of No Objection Certificate for facilitating the import of specialized copper products for use in various sectors, which either do not fall under the Standards mentioned in Copper Products (Quality Control) Order, 2024 dated April 26, 2024 notified by DPIIT or not available in adequate quantity and required quality from domestic sources.” 

The department added that the decision to grant the exemption was taken “in consultation with the Bureau of Indian Standards (BIS) for a period of 1 year from the date of publication of this order.” 

Conditions and Scope of the Exemption 

The exemption applies only to the specific end uses mentioned and is restricted to end users under the Actual User condition. Importers are required to inform the Bureau of Indian Standards within 7 days of clearing each consignment, maintain quarterly records of the imported goods, and submit these records to government authorities. Importers must also provide a plan for indigenisation of the exempted products. 

“The said exemption of the listed copper products is granted only for the specific end use mentioned therein and only to the end users on Actual User condition for a period of 1 year from the date of publication of this Order,” DPIIT said, adding that the government reserves the right to review both the products and their end use.

By granting a time-bound exemption for 14 specialised copper products, the government has sought to balance immediate industrial requirements with oversight, while keeping the focus on long-term domestic capability through indigenisation plans.
