The Goa government is drafting a scheme to offer up to 50% subsidy on electric vehicles (EVs) for licensed motorcycle pilots and autorickshaw operators, as per news reports.  

The proposal was discussed at a high-level meeting on the state's Sustainable Transport Strategy chaired by Chief Minister Pramod Sawant. The Department of New and Renewable Energy has been asked to prepare the scheme for implementation. 

The proposed subsidy is for existing licence holders and is aimed at encouraging the replacement of petrol-powered commercial vehicles with electric ones. Details such as eligibility, timelines and the final structure of the scheme are yet to be announced. 

Charging Infrastructure to Be Expanded 

As part of the state's EV plans, the Department of New and Renewable Energy will establish 70 charging stations across Goa under the Centre's PM E-Drive Scheme. The charging network is expected to support commercial and private EV users as adoption increases. 

The expansion of charging infrastructure is being planned alongside the proposed subsidy so that vehicle owners have access to public charging facilities across the state. 

Policy for Cleaner Energy Systems 

The meeting also reviewed measures to reduce the use of conventional fuel in industrial and commercial establishments. The government has directed the department to prepare a policy for the phased replacement of diesel generator (DG) sets with cleaner alternatives. 

The draft policy will cover Battery Energy Storage Systems (BESS), solar photovoltaic systems integrated with battery storage, gas-based systems where feasible, and other cleaner energy technologies.  

Public Transport Measures 

Separately, the government has decided to retrofit diesel buses operated by the state-run Kadamba Transport Corporation (KTC) that are around 10 years old with compressed natural gas (CNG) engines.  

Next Steps 

The subsidy proposal, charging infrastructure, cleaner energy policy and bus conversion plan are currently under preparation. The Department of New and Renewable Energy has been asked to finalise the proposals before they are taken forward for implementation.
