Finance Ministry Extends Anti-Dumping Duty on Seamless Tubes and Pipes till January 27, 2027

The government has extended the anti-dumping duty on specified seamless tubes and pipes until 27 January 2027 under customs rules.

The Central Government has extended the anti-dumping duty on specified seamless tubes and pipes until 27 January 2027, according to a notification issued by the Ministry of Finance on 6 July 2026. The decision amends an earlier notification issued in October 2021 and keeps the existing duty in force for a longer period. 

The extension does not introduce a new levy or revise the scope of the existing measure. 

Existing Measure to Remain in Force 

The notification inserts an additional provision into the 2021 order, stating that the anti-dumping duty will remain effective up to and including 27 January 2027.  

The duty can still be withdrawn, amended or replaced before that date if the government issues a subsequent notification. 

Apart from extending its validity, no other changes have been made to the existing anti-dumping framework. 

Legal Provision 

The notification has been issued under the Customs Tariff Act, 1975, read with the Customs Tariff (Identification, Assessment and Collection of Anti-dumping Duty on Dumped Articles and for Determination of Injury) Rules, 1995. 

These provisions allow the government to impose and continue anti-dumping duties where imported goods are found to be entering the domestic market at dumped prices and causing injury to domestic producers. 

Purpose of Anti-Dumping Duty 

Anti-dumping duty is a trade remedy used to address imports sold below their normal value in the exporting country. The measure is intended to offset the price advantage created through dumping and provide a level playing field for domestic manufacturers. 

Such duties are subject to periodic review and may be continued, modified or withdrawn depending on the outcome of the review process and the applicable legal provisions.

Conclusion 

With the latest amendment, the anti-dumping duty on specified seamless tubes and pipes will continue until 27 January 2027. The notification extends the validity of the existing measure introduced in 2021, while retaining the government's power to revoke, amend or supersede it before the revised expiry date.
