Bengaluru Sets $400 Billion Economy Goal by 2037; Targets 2-2.5 Million New Jobs

The Bengaluru Metropolitan Region (BMR) has set a target of becoming a $400 billion economy by 2037, as per an Economic Times report.
The proposed Economic Master Plan also plans to create 2-2.5 million new jobs. The target year will mark 500 years of Bengaluru. A draft of the plan was presented to Karnataka Chief Minister D K Shivakumar on September 2, 2026.
The plan has been prepared in collaboration with the Karnataka government, with the ISEG Foundation as the knowledge partner.
BMR’s Current Economic Size
BMR, as defined in the report, is currently a $149 billion economy spread across three districts. It has around 16 million people and accounts for nearly 40% of Karnataka’s gross state domestic product (GSDP), while representing about a quarter of the state’s population.
The region’s per capita income is nearly twice the state average. The proposed plan identifies five areas that are expected to contribute to economic growth through 2037.
Technology and Manufacturing
One area is technology, with proposals to develop BMR as a global centre for IT, global capability centres (GCCs), artificial intelligence and technology startups. Dedicated IT and GCC hubs, deep-tech sandboxes and an AI mission have been proposed.
Manufacturing is another focus, with BMR proposed as a deep-tech manufacturing hub across seven sectors. These include aerospace and defence, electronics, automotive, biopharma and medical devices.
Healthcare, Transport and Water
The plan also covers tertiary healthcare, higher education and high-end tourism. In transport, it proposes raising public transport’s modal share from 35% to 75% through more Metro, suburban rail and regional rapid transit system (RRTS) corridors.
Other proposals include a second airport, stronger ring, radial and chord roads, and multimodal transport hubs. For water supply, the plan recommends additional supply, greater reuse of treated water and better use of the existing network.
Housing and Next Steps
The plan includes planned cities, business districts, private townships and transit-oriented development. It also proposes affordable and shared rental housing for industrial, gig and service workers, along with slum rehabilitation.
The recommendations will be discussed with stakeholder departments before the Economic Master Plan is finalised into an actionable framework for BMR.
