
The Union Budget 2026 outlines the government’s continued focus on irrigation development, albeit with moderated funding for key schemes.
One such initiative is the Pradhan Mantri Krishi Sinchai Yojana (PMKSY), which aims to expand irrigation coverage, improve water-use efficiency, and support sustainable agricultural growth across India.
The Union Budget 2026 has earmarked ₹6,587 crore for the Pradhan Mantri Krishi Sinchai Yojana (PMKSY) for FY 2026–27, reflecting a lower allocation compared to the previous year. The allocation is down from ₹8,260 crore in Budget 2025, although last year’s revised estimates show actual spending of ₹6,372 crore.
Earlier, the government had set aside ₹8,259.85 crore to strengthen irrigation infrastructure and enhance water-use efficiency in Indian agriculture. Between FY22 and FY26, PMKSY received a cumulative allocation of ₹93,068 crore, announced in 2021.
This includes ₹37,454 crore as central government support and ₹20,434 crore through NABARD-led debt servicing, while the remaining funding responsibility lies with state governments.
PMKSY functions as an umbrella scheme comprising 2 key components: the Accelerated Irrigation Benefits Programme (AIBP) and Har Khet Ko Pani (HKKP).
HKKP further includes 4 sub-components, command area development & water management (CAD&WM), surface minor irrigation, repair, renovation and restoration of water bodies, and groundwater development. The CAD&WM sub-component is implemented simultaneously with AIBP.
For FY27, the Centre has allocated ₹2,500 crore to the watershed development component, broadly in line with last year’s ₹2,505 crore allocation, although revised estimates for Budget 2025 were lower at ₹1,500 crore.

The lower allocation reflects tighter fiscal priorities, yet the Pradhan Mantri Krishi Sinchai Yojana remains focused on improving irrigation efficiency. Continued use of technology, micro-irrigation and real-time monitoring, along with upcoming command area modernisation, underlines the scheme’s ongoing role in strengthening agricultural water management.
