
The Government of India launched PM Surya Ghar: Muft Bijli Yojana in February 2024 to promote rooftop solar adoption in the residential sector. The scheme targets installations in one crore households by FY 2026-27 with an outlay of ₹75,021 crore.
As of December 9, 2025, 19,45,758 rooftop solar systems have been installed nationwide, benefiting 24,35,196 households. The initiative aims to reduce electricity costs for consumers while supporting India’s renewable energy goals.
The latest data shows significant progress in rooftop solar adoption across states and union territories. Gujarat leads with 4,93,161 installations, followed by Maharashtra with 3,63,811 and Uttar Pradesh with 3,02,140.
Kerala and Rajasthan also reported strong uptake with 1,69,227 and 1,08,584 installations, respectively. In total, 7,71,580 consumers have reported zero electricity charges after installing rooftop solar systems under the scheme.
To ensure affordability, the scheme provides Central Financial Assistance (CFA) along with collateral-free loans at an interest rate of 5.75%, linked to the repo rate. CFA has been disbursed for 17,74,131 installations, amounting to ₹13,926.25 crore.
Additionally, 8,30,617 loan applications have been sanctioned to support households in financing rooftop solar systems. These measures aim to make solar adoption economically viable for residential consumers.
The Ministry has issued guidelines to promote adoption among rural households and economically weaker sections. Installation under Utility Led Aggregation (ULA) and RESCO models has been encouraged to simplify deployment and reduce upfront costs.
These models allow utilities or developers to aggregate demand and manage installations efficiently. The approach is designed to accelerate penetration in areas where individual adoption may face financial or logistical challenges.
Gujarat accounts for the highest CFA disbursement at ₹3,714.47 crore, followed by Maharashtra at ₹2,613.21 crore and Uttar Pradesh at ₹2,074.53 crore. Kerala and Rajasthan also feature prominently with CFA disbursements of ₹1,216.82 crore and ₹763.80 crore, respectively.
States like Arunachal Pradesh, Mizoram, and Sikkim reported minimal installations, reflecting regional disparities in adoption. Overall, the scheme has achieved notable progress but requires sustained efforts to meet the one crore household target by FY 2026-27.
