The Union government is exploring the consolidation of 2 key centrally sponsored agriculture schemes into a single umbrella programme, a move aimed at improving flexibility and state-level implementation efficiency, as per PTI reports.
Minister of State for Agriculture Ramnath Thakur informed the Rajya Sabha that the Ministry of Agriculture and Farmers Welfare currently operates its centrally sponsored schemes under two umbrellas: the Pradhan Mantri Rashtriya Krishi Vikas Yojana (PM-RKVY) and the Krishonnati Yojana (KY).
An Expenditure Finance Commission (EFC) draft proposing a unified umbrella scheme for the 16th Finance Commission period has been prepared and circulated for inter-ministerial consultations. “The draft has been circulated for inter-ministerial consultations,” Thakur said in a written reply.
According to the minister, the proposal is intended to allow states greater freedom to select need-based components rather than being constrained by rigid scheme structures.
Once feedback is received from concerned ministries and NITI Aayog, the EFC note may be revised before being finalised.
Details related to restructuring, funding architecture, allocation criteria, weightage for states and Union Territories, and any performance-linked funding will be finalised only after the EFC note completes the approval process.

If implemented, the merger could streamline agricultural scheme delivery and provide states with more operational flexibility, marking a shift toward outcome-oriented programme design.
