
As per The CNBCTV18 report, the government is implementing a revamped GST refund filing process relying on the Annexure-B offline utility.
This change aims to improve accuracy, speed up processing, and provide transparency in refunds for exporters and businesses claiming unutilised Input Tax Credit (ITC).
In an effort to streamline the GST refund system, the government has replaced the previous PDF-based Annexure-B in Form GST RFD-01 with a new offline utility.
This development enhances automation in refunds, reducing manual intervention, and improving the accuracy of applications. Particularly, exporters and those operating under an inverted duty structure will benefit from this shift.
Under the revised procedure, taxpayers must provide detailed invoice-level information in a JSON format. This includes the nature of inward supply, type of document, total ITC claimed, and any blocked credits under Section 17(5).
By matching uploaded invoices with GSTR-2B records, the GST portal enhances efficiency and ensures accuracy before submission. Specifically, taxpayers need to meticulously ensure matching records, vendor data, and purchase registers.

One of the primary objectives of this initiative is to curb fraudulent refund claims and provide better audit trails.
While businesses might encounter increased compliance challenges, such as more comprehensive reconciliations and data consistency checks, the ultimate goal is to accelerate genuine claims processing.
The new Annexure-B utility signifies a considerable shift towards data-driven compliance in GST refunds. By transitioning to a technology-led validation model, businesses can expect improved efficiency and transparency. However, the emphasis is now on ensuring upfront accuracy, which places added responsibility on businesses to ensure all data matches correctly.
