
The Bihar government has announced a major citizen-centric reform aimed at easing property-related procedures for senior citizens. The new initiative focuses on providing doorstep property registration services for elderly people, reducing the need for physical visits to registration offices.
Bihar Chief Minister Nitish Kumar has announced that citizens aged 80 years and above will be able to get their land and flat registrations completed at home. The facility will come into effect from April 1, 2026 and will be implemented under the government’s flagship programme ‘Saat Nischay-3’.
The move is intended to support elderly residents who often face physical and logistical difficulties while completing property registration formalities.
The Prohibition, Excise and Registration Department will be responsible for providing the service through mobile registration units. Eligible applicants will be able to apply online for the doorstep registration facility.
Once an application is submitted, the department will ensure that the entire registration process is completed within seven working days, making the system both efficient and time-bound.
Alongside doorstep registration, the state government is also working on improving transparency in property transactions. Many buyers face issues due to incomplete or outdated land information at the time of purchase.
To address this, the department will provide updated and verified land details to buyers and sellers before registration. Interested buyers will need to apply for this facility, after which officials will collect the latest land records from the concerned circle office and share them before the registration is completed.
This step aims to reduce disputes and ensure better clarity for all parties involved.
The initiative is part of ‘Saat Nischay-3’, which focuses on the theme ‘Sabka Samman – Jeevan Aasaan’, meaning dignity for all and ease of living. The programme will be implemented over a five-year period from 2025 to 2030.
The Bihar cabinet has already approved the rollout of Saat Nischay-3, which builds on two earlier phases implemented since 2015. The broader goal is to support inclusive development and help Bihar move closer to becoming a developed state.
The state government has also invited citizens to share suggestions related to Saat Nischay-3. Feedback can be sent via email or post until January 19, allowing public participation in shaping the programme.
