
India has approved satellite communication licences for 3 operators – Starlink, Jio and OneWeb, marking a policy step to expand satellite broadband as part of universal connectivity.
The Ministry of Communications confirmed that 3 licences have been issued and normative spectrum assignments provided to the 3 providers. The move aims to enable satellite services in areas where terrestrial networks cannot reach, supporting the government’s goal of full‑bouquet connectivity for all citizens.
Minister Jyotiraditya Scindia stated that the next policy decision will involve setting a price for the allocated spectrum. The pricing framework will be derived by synthesising recommendations from the Telecom Regulatory Authority of India (TRAI). This approach is intended to balance market demand with affordable access.

Scindia placed the satellite initiative within a larger digital strategy that includes 6G development and the push for ubiquitous connectivity. India currently serves about 120 crore telecom customers, with roughly 40 crore on 5G and a target of 100 crore on 5G by 2030.
The minister highlighted that voice rates have fallen from about 50 paise per minute 12 years ago to roughly 0.03 paise per minute today, illustrating the low‑cost model achieved through high volumes.
The ministry emphasised the need for a firewall against cyber fraud and digital scams, reaffirming existing SIM‑binding regulations. While tariff rates are set by operators, the government will monitor spectrum auction outcomes based on demand assessments.
