India-Russia Energy Ties Deepen with Focus on Gas

India and Russia are discussing a wider energy partnership covering gas supplies, petrochemicals and nuclear energy, apart from crude oil trade, as per news reports. The talks come as supply concerns continue in global energy markets following the West Asian crisis. 

Russia remained India’s largest crude oil supplier in 2025, accounting for 33.3% of the country’s imports. Supplies are to continue after the United States extended the sanctions waiver on Russian oil exports to India. 

Focus on Gas and Petrochemical Projects 

Officials from both countries are exploring opportunities related to city gas supplies, expansion of compressed natural gas (CNG) stations and new petrochemical facilities in India. 

Discussions have also taken place on liquefied petroleum gas (LPG) imports from Russia. India is additionally looking at possible investments in hydrocarbon assets located in eastern Russia. 

The discussions were referred to during an industry interaction organised by the Indo-Russia Innopratika Technology Hub, which works with NITI Aayog. 

Existing Investments in Energy Sector 

The India-Russia energy relationship already includes refinery and upstream investments. Russian oil company Rosneftholds a 49.13% stake in Nayara Energy, which operates a 20 million tonne per year refinery at Vadinar in Gujarat. 

Indian companies also have stakes in Russian oil fields. ONGC Videsh owns a 20% participating interest in Sakhalin-1 and a 26% stake in Vankorneft. 

Nuclear Cooperation and Other Areas 

Civil nuclear cooperation was also discussed during the meeting. The Kudankulam Nuclear Power Plant project was cited as a continuing area of collaboration between the 2 countries. 

Russian officials also referred to the SHANTI Act, which may support future cooperation in small modular reactor technology. 

Apart from energy, Russia currently supplies 51% of India’s sunflower oil imports, 25% of fertiliser imports and 10% of bean imports.  

The meeting also included discussions on semiconductors and artificial intelligence, with India having approved 10 semiconductor projects involving proposed investments of about $19.16 billion.

Apart from crude imports, India and Russia are exploring cooperation in gas distribution, petrochemicals, nuclear energy and upstream investments.
