
The Maharashtra government has launched a major review of delayed birth and death certificates that were issued only on the basis of Aadhaar. The state has ordered that all such certificates be cancelled and re-verified, following concerns over incorrect documentation and possible misuse of the system.
After amendments to the Births and Deaths Registration Act in August 2023, the state found that several tehsildar offices had approved delayed registrations without proper proof. In many cases, people were given certificates using only an Aadhaar card, without school records or verified details of birth.
Aadhaar is not accepted as evidence for delayed registrations, and the government has said that these certificates must now be reviewed.
The Revenue and Forest Department has issued a 16-point guideline to all districts. Tehsildars, sub-divisional officers, district collectors, and commissioners have been directed to follow a strict verification system.
All delayed birth certificates approved after August 2023 must now be withdrawn and checked again at the district collector level.
Irregular certificates have been detected in at least 14 locations across the state. These include Amravati, Akola, Sambhajinagar, Latur, Parbhani, Beed and Jalna.
Local officers and police have been asked to conduct detailed investigations wherever information in Aadhaar does not match birth details. Police cases may be filed for fraud or forgery if needed.
Authorities will prepare lists of applicants whose certificates show mismatched dates or lack proper documents. Municipal bodies must collect back original certificates that were issued under cancelled orders.
If someone does not return their certificate or cannot be located, police complaints will be filed and the individual may be marked as absconding.
All invalid certificates will be removed from the Civil Registration System (CRS) portal. Municipal bodies must also review earlier approvals to ensure there are no fake or incorrect entries.
The government has ordered a fast-tracked review through coordination meetings involving district collectors, tehsildars, municipal bodies and police. The Public Health Department will run a special campaign to complete the entire process within a set time frame.
Maharashtra’s decision aims to clean up irregularities in delayed birth registrations and ensure that all certificates are issued only after proper verification. The fresh checks are expected to strengthen the accuracy and trustworthiness of official birth and death records across the state.
