House Rent Allowance (HRA) is a key component of a central government employee’s salary. It helps meet rental expenses and is calculated as a percentage of basic pay, based on the employee's city of residence.
On July 14, 2021, the Cabinet Committee, chaired by Prime Minister Narendra Modi, approved an increase in Dearness Allowance (DA) to 28% effective from July 1, 2021. This revision came into effect because DA crossed the 25% threshold. Previously, under the 7th Pay Commission, HRA was paid at 24%, 16%, and 8% for X, Y, and Z cities, respectively.
Under the 8th Pay Commission, the fitment factor is used to revise basic pay. A fitment factor of 1.92 means the new basic pay will be 1.92 times the current basic pay. Since HRA is a percentage of the basic pay, this revision will directly influence housing allowances.
Here’s how HRA might look for Level 1 to Level 3 central government employees using a 1.92 fitment factor:

If the fitment factor is revised to 1.92 under the 8th Pay Commission, central government employees can expect a reasonable increase in HRA. This rise, while moderate, will still offer better support for housing expenses, especially in metro cities where rents are high.
