The House Building Advance (HBA) scheme is a benefit available to Central Government employees for purchasing or constructing a house, flat, or plot. While the rules allow the purchase of a property worth up to ₹1.25 crore, the maximum loan or advance an employee can actually get is only ₹25 lakh. Here's why.
Under the HBA rules, Central Government employees can buy or build a house or flat that costs up to 139 times their basic pay or ₹1 crore, whichever is lower. However, if the Head of Department finds the case suitable, this cost limit can be increased by 25%, allowing the employee to choose a property worth up to ₹1.25 crore.
This means that even if an employee has the financial capacity to repay and selects a high-value property, they can still avail the HBA benefit. But there is one major restriction.

In all cases, the loan is capped at ₹25 lakh, even if the house or flat costs much more. This effectively means that employees will have to arrange the remaining amount through personal savings or another home loan.
The current interest rate on HBA is 7.44%, which is reviewed annually by the Ministry of Finance.
While the HBA rules allow Central Government employees to buy or build property worth up to ₹1.25 crore, the loan amount is capped at ₹25 lakh.
