
The 8th Central Pay Commission (CPC) has begun gathering stakeholder feedback through a detailed questionnaire, covering key aspects such as salaries, allowances, and workforce structure. Among the notable topics raised is the expansion of lateral entry—an approach that allows professionals from outside the government to be appointed at mid- and senior-level roles.
While the move aims to bring specialised talent into governance, responses from employee and pensioner groups suggest a cautious outlook.
In its questionnaire, the 8th CPC asked whether contractual appointments through lateral entry should be expanded to tap into a broader talent pool. It also sought views on introducing flexible work arrangements such as part-time roles and flexi-time at higher levels in government.
The intent behind the proposal is to enhance efficiency and bring domain expertise into public administration, especially in specialised or technical roles.
However, responses from key organisations highlight significant concerns.
The Railways Senior Citizens Welfare Society (RSCWS) warned that excessive contractual hiring could weaken pension security and institutional integrity. It emphasised that stable career progression is essential for predictable pension outcomes and administrative accountability.
Similarly, the All India Federation of Defence Workers (AIFDW) raised concerns about job insecurity and potential exploitation under contractual or outsourced arrangements. The organisation noted that such practices may undermine the principles of fair employment and create disparities in service conditions.
Trade unions have also consistently argued that large-scale reliance on lateral entry could lead to erosion of institutional capacity and reduced accountability within government systems.
Despite the concerns, employee groups acknowledged that lateral entry could have a role in specific cases. The AIFDW suggested that such arrangements may be considered only for specialised or advisory roles, provided they remain limited, transparent, and need-based.
Similarly, flexible work arrangements like part-time roles or flexi-time could be explored selectively, as long as they do not compromise efficiency or discipline in public service.
