
Uttar Pradesh is set to overhaul its urban property tax administration through the rollout of a centralised digital property tax management system, starting with Lucknow, as per The Economic Times report.
The initiative will subsequently be extended to other cities across the state, covering residential, commercial and mixed-use properties.
A core element of the reform is the introduction of a 16-digit unique identification number for each property within municipal limits. These identifiers will be issued through smart number plates and are intended to standardise property records across all municipal corporations..
As per the report, the programme is designed as a statewide reform rather than a city-specific initiative.
The move forms part of a broader digital governance push aimed at improving asset tracking, tax compliance and administrative efficiency across urban local bodies.
The new identification framework will be linked to a central Property Tax Management System that digitally captures property assessments, tax collections and outstanding dues.
The system is expected to replace fragmented legacy software that previously resulted in inconsistencies, duplication of records and verification challenges.
Property owners will be able to access updated records online, reducing the need for repeated visits to municipal offices for rectifications, assessments or payment-related clarifications.
By assigning a tamper-resistant digital ID to each property, the system is expected to reduce fraudulent transactions and ownership disputes. The initiative will help establish clearer ownership trails, making it harder for disputed or government land to be misused.
The framework is also expected to support smoother property transactions, faster mutation processes and easier access to financial services by providing verifiable ownership records through a single digital platform.
For municipal authorities, the system enables GIS-based mapping of properties, supporting more efficient planning and delivery of civic services such as water supply, electricity and waste management. It also helps ensure a broader and fairer inclusion of properties under the tax net.
Dedicated online portals for property tax payments and record access are being rolled out across cities, with the platform also being integrated with Smart City Command and Control Centres to enable real-time monitoring of property tax data.
