
The Telecom Regulatory Authority of India has initiated a review of its digital connectivity rating framework for buildings, proposing structural refinements to better distinguish properties based on telecom and internet readiness.
Under the new proposal, the current five-tier star system would be broadened to a nine-level structure through the addition of half-star gradations. The regulator observed that properties with marginal score differences often end up sharing the same rating band, limiting meaningful differentiation.
The expanded scale is intended to offer sharper classification, similar to the energy efficiency labelling model used for appliances in India.Stakeholder feedback on the consultation paper has been invited until March 23.
Recognising that many properties are marketed before completion, the regulator has proposed a design-stage certification framework for projects under construction. While such projects may receive an interim assessment, the final digital connectivity rating would continue to be awarded only after completion and on-site evaluation of the installed infrastructure.
In addition, property managers may be allowed to engage registered digital connectivity rating agencies for a voluntary audit before formally applying for a rating. This optional audit mechanism is aimed at helping properties assess and enhance their readiness.
The consultation paper also suggests changes in property classification. Multi-modal logistics parks may be moved to Category B, while hospitals, hotels and educational institutions could be upgraded to Category A for assessment purposes.

The proposed changes mark the next phase in India’s digital infrastructure benchmarking framework, seeking to refine rating granularity, support under-construction projects, and strengthen transparency in evaluating building-level connectivity standards.
