The Unique Identification Authority of India is exploring a proposal to introduce a redesigned Aadhaar card containing only a photo and a QR code to strengthen data privacy and reduce offline verification practices. 

UIDAI Plans New Aadhaar Format with Photo and QR Code 

During an online conference on November 18, 2025, UIDAI CEO Bhuvnesh Kumar stated that the authority is considering a simplified Aadhaar format showing only the holder’s photo and a QR code. The intention is to reduce reliance on printed details, which can be misused or accepted for unauthorised offline verification by hotels, event organisers and similar entities. 

New Rules Likely in December 

Kumar shared that UIDAI is examining the introduction of a new rule in December 2025 to discourage offline verification and strengthen Aadhaar based age verification while ensuring the privacy of users. He highlighted concerns about the misuse of printed Aadhaar information when entities rely on physical copies instead of secure digital verification.

Focus on Privacy and Secure Verification 

Kumar explained that retaining printed personal details encourages misuse, as individuals can exploit what is visible on the card. A QR code only approach would push entities to adopt proper digital verification methods, ensuring the confidentiality of Aadhaar information and compliance with the law. 

The proposed Aadhaar format aligns with UIDAI’s efforts to shift verification to secure digital procedures and reduce risks linked with photocopies and physical storage of identity documents.
